About SHCC
Strategic Health Care Consulting, founded in 1990, has been increasing the productivity, solvency, and effectiveness of health, behavioral health, managed care and human service organizations for over 15 years. Created originally to help providers and insurers to implement managed care programs, SHCC offers a variety of services mainly to provider organizations and managed care companies.
Here’s a glimpse into our client consulting services to date:
Work with Provider Institutions:
- Helped to establish a provider-owned regional behavioral health organization with an integrated delivery system, management service organization and service network to undertake managed care business
- Facilitated retreats and seminars with boards and senior staff of health and human service institutions to spearhead strategic planning and business plans. Helped redefine missions, prioritize goals and develop strategic business plans responding to changing fiscal and program trends
- Developed managed care products and services for varied health and human service providers that were successfully marketed to managed care purchasers to fill gaps in delivery system.
- Developed marketing strategies and brochures to position agencies with targeted potential consumers and showcase new services/programs
- Negotiated business contracts and joint ventures with providers and managed care organizations
- Orchestrated reengineering of staffing, programs and infrastructure
- Conducted management and staff training for new programs, protocols and procedures
Work with Managed Care Companies:
- Helped a downstate New York HMO bring its behavioral health care management services back in house after being with subcontractor
- Consulted to a national insurer in developing inpatient protocols for child and adolescent psychiatry and for substance abuse to implement managed care practices
- Developed enrollee brochures and other materials for an HMO during start-up of new business line
Who is Barbara Bengen-Seltzer?
Ms. Bengen-Seltzer founded SHCC in 1990 as a way to meet requests from providers and HMOs to help develop managed care services and programs. In addition to 15 years of consulting experience, Barbara Bengen-Seltzer has over 15 years of prior industry experience combining clinical development with fiscal strategies and operations.
Ms. Bengen-Seltzer’s job responsibilities have included citywide clinical program development and implementation in hospital and municipal settings; certification review; marketing management; strategic planning and board seminars; and budget management and fiscal forecasting. Her career highlights include the following:
- Was marketing manager for US Healthcare in Boston, New York, and New Jersey overseeing commercial sales of an HMO and other managed care products.
- Managed the design, implementation and political process for programs totaling nearly $7 million at the NYC Department of Health and Mental Hygiene. Supervised City planning process for review of certificate of need applications.
- Was chief health analyst for NYC Office of Management & Budget; developed methodologies for assessing municipal hospital performance, cost-containment strategies, and hospital downsizing.
- Developed and secured funding for specialty programs totaling over $2 million at New York hospitals such as Harlem Hospital Center, Columbia Presbyterian Hospital, Montefiore Hospital and Cabrini Hospital.
- Served as faculty member of Columbia University consulting team developing cost containment strategies, reimbursement incentives and ambulatory care alternatives for New York City.
Ms. Bengen-Seltzer holds an MBA and an MA from Columbia University. She is an adjunct faculty member of the Columbia Graduate School of Public Health.
