Citywide Behavioral Network (CBN)

SHCC helped found and develop Citywide Behavioral Network, a consortium of 35+ voluntary behavioral health agencies in New York City, operating 3 entities: an Independent Practitioners Association (IPA), a Management Services Organization (MSO), and a research organization.

SHCC helped CBN agencies to develop several service packages designed to fill gaps in their delivery systems. These included Initial home-based evaluations and follow-up, intensive in-home crisis packages, crisis stabilization and respite beds, intensive after-school or evening outpatient programs, administrative case management for client entitlements, and clinical phone consultations.

Results:

  • SHCC helped CBN create innovative pricing arrangements for the customized programs and packages described above. These were successfully marketed to several large national and regional managed care companies including Fidelis Care New York, MetroPlus Health Plan, ValueOptions, MHNet Behavioral Health, and Consulting Health Care Services.
  • CBN was chosen via competitive RFP to partner with the NYC Health & Hospitals Corporation in applying for the New York State request for Mental Health Special Needs Plans. ValueOptions, a national behavioral health company, was the partnership’s MSO. The Partnership won State designation as one of 2 plans in New York City and only 4 plans statewide.
  • CBN successfully secured grants from 3 regional foundations to underwrite new pilot programs.


Gay Men’s Health Crisis Agency (GMHC)

Following up our feasibility study, SHCC and Cynthia Dames Consulting were hired to assist Gay Men’s Health Crisis, a large human service agency dedicated to services for HIV+ and AIDS clients in New York City, on several projects to implement the study’s recommendations.

Activities included organizational reengineering, design and marketing of managed care service packages, analyses of program unit costs and pricing models and securing of contracts with managed care companies, including HIV+ Special Needs Plans.

Results:

  • GMHC created 4 service packages offering Treatment Adherence, Testing and Pre-and Post-Test Counseling, Pre-Enrollment Function, and Care Management.
  • The packages were successfully marketed for contracts with several HIV+ Special Needs Plans such as Fidelis Care of New York and Community Care Partners.
